A video, around 12 seconds long, was posted on X on June 4 from the official handle of the Bhartiya Janata Party (BJP), purporting to show development under the BJP-led National Democratic Alliance (NDA) government in Patna. (Archive)

pic.twitter.com/eATVoOKujp

Fact Check
We noted that BJP’s Bihar unit had responded to the allegation made by the Congress. They uploaded a comparison video, adding clips from the real locations (namely, Lohia Path Chakra, Atal Path, JP Ganga Path) at daytime, which correspond to the locations shown in the viral clip.
AI? Asli India है ये! PM Modi का New India है ये!
यहाँ राजद-कांग्रेस राज वाले फ़र्ज़ीवाड़े नहीं होते, यहाँ सपने पूरे होते हैं। यहाँ विकास होता है।
अब भी यकीन ना हुआ हो, तो:

On further investigation, we were able to geolocate the precise locations which are purportedly shown in the video uploaded by the BJP.
The first location, as shown in the comparison below, can be found here.

The second site, showing an overhead bridge, could be geolocated here.

Likewise, the third location could be found here.

The fourth and final location represented in the clip could be found here.

However, on going through the clip closely, we noticed several irregularities.
The Hindi text on the signboard, which appears in the first few sections of the video, does not make sense. Moreover, the movements of the couple seen walking on the left side of the road around the 0:04 timestamp appear garbled, and they seem to be walking backwards. At the 0:09 timestamp, one of the motorcycles on the highway disappear into thin air.
Another glaring discrepancy was the absence of the extravagant lighting on the highway structures. It is important to note here that the video comparison uploaded by @BJP4Bihar on June 5 was shot during daytime, and hence it does not throw any light on the decorative and bright white lightings shown in the viral clip.
An Alt News representative conducted a nighttime visit to the four locations in Patna and recorded videos to assess whether the visuals in the clip accurately reflect the ground reality. Check the comparisons below:
This investigation shows that the structures shown in the viral clip, which on first look appear to be AI-generated, are very much real. However, that does not discount the fact that several discrepancies occur throughout the viral clip, including irregularities in object-rendering and text.
Most importantly, the videographic evidence we collected from the sites clearly demonstrate that none of the structures or roadways are lit up in the manner in which they are represented in the viral clip, meaning that real inputs of these locations across Patna have been artificially embellished by AI, exaggerating the lights in particular, to generate the clip in question.
We also ran the viral clip through Hive’s AI detection tool. According to the platform, there was a 99.4% possibility of the clip containing AI-generated content.

On further investigation, we were able to trace the origins of the AI-enhanced video to a creator named Ujjal Singh (@uujjwwall) on Instagram. The user had uploaded the viral clip on June 2, a couple of days prior to its amplification by the BJP on social media.

The user had uploaded a comparison between this AI-moderated clip and the original video, showing clearly how AI had enhanced the lighting and the shadows.

So, to conclude, this demonstrates that feeding real photographs or videos into an AI system can generate enhanced or distorted representations, even when the structures depicted are grounded in real-world details. Although such content can not be technically called AI-generated, (since it is not “created” artificially but is merely “modified” from existing footage), that does not change the fact that the resulting representation may no longer accurately reflect reality.
